In 2009, just three years after Neutex Lighting moved its manufacturing operation from Houston to Shanghai, China, it became apparent that the cost of doing business had increased and it no longer made economic sense to stay there, said CEO John Higgins.
Neutex Lighting is a division ofHouston-based Neutex Advanced Energy Group, whose specialties include logging, land management and planning. Not only did Neutex Lighting, a manufacturer of LED light bulbs and fixtures, find that it was paying more for shipping and insurance in China, but it sometimes had to shell out a minimum of $1,500 for unannounced contraband searches of individual shipments.
“We started putting the numbers together and realized that we were creating a middle class in China while killing the middle class in the U.S.,” Higgins said.

As America’s oil capital continues its push to build a greener economy, cleantech innovators are finding a home in an unlikely town
Houston’s Texas-sized push to build a cleaner, more competitive economy is luring alternative energy businesses and giving the nation’s oil and gas capital an increasingly green tinge.
John Higgins, CEO of NeuTex Advanced Energy Group, said an extra-warm welcome from City Hall last year persuaded him to choose Houston to manufacture the firm’s energy-efficient LED lighting.
The development and construction company has been based in Houston for more than 20 years, but NeuTex was looking at cities across the country for its nascent lighting division after deciding to close most of its China-based operations, due partly to rising labor costs.

Building a better lightbulb
When John Higgins decided to build a new lighting manufacturing facility and relocate his Houston-based company’s corporate headquarters, he was feted by economic development executives from all over the country who offered tax incentives and other financial perks.
After receiving abatement offers from several cities, including its second choice of Bryan/College Station, NeuTex Advanced Energy Group Inc. will begin moving its overall corporate functions into its new home this summer, near Houston’s Bush Intercontinental Airport.
The owner-financed, completely rehabbed building on Vickery Drive will also house the company’s newest division, NeuTex Lighting. In the process of moving all lighting manufacturing from China, the division is expected to create as many as 250 jobs over the next 18 to 24 months.
The total number of incentives Higgins accepted for the project from Houston municipalities was zero.
